Questions and Answers on the release of the Green Paper on Performance, Monitoring and Evaluation
The paper outlines government’s approach to improving it’s performance. While government has done well to improve access to services for people who were previously denied, we have not done well in improving the quality. This document commits government to improving outcome and output measures with a particular focus on the priority areas. It is these outcome and output measures that will form the basis of a Performance Agreement between the President and Ministers/MECs. A six monthly report from Ministers/MECs will serve two purposes – first it will allow us to assess if we are on track, and secondly allow us to act on problems that may be blocking delivery.04 September 2010
