Having accepted your kind invitation to be here this evening, I should submit my resignation as Minister responsible for planning forthwith. The idea that I could be in Parliament for the tabling of the MTBPS this afternoon, rush here for this event and be back in the Cabinet Room by 08h30 tomorrow, without either a private jet or blue lights speaks to the kind of calamity that should be avoided by serious planners.

I want to express the sincere appreciation of the Presidency for the opportunity to address this august gathering. President Zuma has asked me to convey his sincerest apologies since his schedule of international engagements has prevented him from meeting his obligations to SALGA. I know that he will take our best wishes and feelings of empathy to the Norwegian people, who are still battling to overcome the effects of that deep man-made tragedy that befell them just 5 weeks ago.

I also want to thank you Mr Speaker, and all the members of the programming committee for the prompt convening of this occasion. May I also take the liberty, on behalf of the Asmal family, to express sincere appreciation for the wonderful tributes by speakers from all the parties who spoke on this motion.
